Mk5 GTI police siren noise

Last night, on my way home, my car felt like it was losing power, and the next thing I know, I hear a slightly loud 'Pew' sound. After that, there was a police siren - like sound coming from the engine. I took it to a mechanic. Didn't open anything. Just heard and said that the turbo is gone. That's very vague and wants to charge R15k to replace. Before that, I want to know if anyone has had a similar experience. I've been reading and some people assosciate manifold leaks with that noise. Can someone please help? It's R3k just to remove and replace the turbo if not faulty, so I want to be certain.
