VW Polo 2.0 cold start low idle

Hi guys

I have a VW Polo 9N3 2.0. The problem is that sometimes on cold starts in the mornings (first start after sitting overnight in the driveway), the engine idles at 800-900 rpm as if it was a warm start instead of the usual ~1100 rpm. This problem occurs intermittently and is completely unpredictable as to when it occurs.

I have changed the coolant temperature sensor and it has not fixed the issue. I also had the car scanned with VCDS and no error codes have popped up.

Any ideas as to what the is causing the low cold start idle speed? Or is this supposed to be normal behaviour?
