Citi golf 1.4i not starting

Good day
Please help .i drive a citi golf 14i , car was driving just fine on monday .
but today doesnt start.. it cranks without starting. at times it cranks slowy or lazy as if its running out of battery., but battery is fully charged and brand new.

Someone checked and changed the timing belt, changed tensioner ..checked timing but it still wont start.

After cranking for a long time, pressure oil lights illuminates and car beeps.
