As a first pass, check all your cars earthing as poor earthing can lead to erratic electrical issues like you describe, randomly occurring. Have a look for a thread by @VGTI, I am sure I remember him having a similar issue on his 9n 1.9 TDi.

So in my case I had to replace the cable that runs between the steering pump and the steering angle sensor. One sunny morning riding along Oxford the opportunity for a prompt TLGP propped up... I was a little harsh on the clutch changing to 2nd and I heard a noise... I believe it was the exhaust touching the subframe and in the process also that cable running between the steering pump and the steering angle sensor. That burnt off some of the insulation which exposed two of the wires inside the cable... this would cause a short from time to time and the steering light would turn on on the dash. Steering would also be slightly harder at times.

So you might have a similar issue around the steering angle sensor... but a Vagcom or similar scan should point you in the right direction.
