leaky turbo or oil return pipe not seated correctly

Hello, I am based in Northcliff. Driving a 2006 PD105 TDI

I have an oil leak that at my previous service was diagnosed as an incorrectly seated Turbo oil return pipe ( a new one was fitted a year before at VW strijdom park) since they reseated it, however, the leak is worse.

My turbo does wheeze a bit when changing gears, and I have a feeling that it actually may just be that the turbo is not in great shape, nevermind the oil return pipe.

Where is a good spot to get it looked at, can anyone recommend a place that isn't too far away?
