Polo 1.6 (2006) Low on power under load

My 1.6 Polo is low on power when the motor is placed under load at above say 2500 rpm. Have replaced fuel filter, plugs, and air intake filter. No change. No miss can be detected. Could it be the fuel pump? Kas
