This sounds as though there is starvation when a higher flow of fuel is required. I've had this problem on two similar cars, a Golf 1 and a Fox, and in my experience, the most probable causes are
1) A blocked fuel pick-up line inside the tank
2) A faulty needle and seat valve inside the carburettor float chamber.

There are other possibilities (e.g. failing fuel pump, blocked fuel accumulator, blocked return line), but in my experience, these are less likely.

I would start by replacing the fuel filter, then inspecting the sieve on the pick-up inside the tank.

The pick-up only has a few holes, and they do get blocked easily. So I actually put a wire sieve around the pick-up, and then a wad of cloth around the sieve, pretty much like a filter sock. This has been working for some time now.
