fuel rail convesion

hi guys I have 2 issues
I have a red vw caddy 8 v and last night the caddy seemed to be over fuelling , didn't want to pick up revs , only when I get the revs up high I coulddrive but very bad , when it died I battled to start and carried on like that till I got home
a friend of mine said the fuel rail was broken inside, I stripped it out today and tried to blow in to it and couldn't so now im not sure if it is broken
could it just be my regulator and how do I test it all

issue 2 ( abf motor is in a golf 1 im building)
im building a abf motor and have a16 v solid aluminium fuel rail that is blocked off on one end how or where do I fit a fuel regulator (adjustable preferably )
