CITI MK 1 FUEL PROBLEM

VW Citi MK1. 19voetsek

When im driving the engine stops running like every 1 kilometer. I switch off the engine and after 2 minutes go for the next kilometer.
Sometimes if i drive very slow 30kmh it goes for maybe 5km of even 10.
Someimes, very rarely it is running perfectly normal.
However I believe its getting much worse, havent been nornal for a week now.
I checked and found that the in-line fuel filter is empty - thus no fuel from the pump?
I removed the pump from the engine, I pressed the lever (there was still a bit of fuel in the pump) and the fuel spurted 2 meters far ........
Spring seems nice and tight. When pumpin by hand it has that good snoring sound (hahahaha)
So the question is: Is it possible that the pump may be faulty.
I cant afford to buy one unnecesary, really i mean it.
Futhermore there is a black plastic (dono what what the name nor function is) gadget right in front next to the fuelpump, with 3 fuel pipes (2 top, 1 bottom) connected to it, before the fuel reaches the pump.
Can the problem be here ?

if the pump seems ok but there is no fuel in filter then there is a blockage in the tank.

Thanx for the reply: i accept the possibility and should investigate that, any suggestions of how to do that please?
Would you know if such a blockage is kinda "common" thing on his oldies?
and may rust also be common coz these cars are quite old .......

flip the rear seat forward or take it out. lift the carpet on the right and there is a blacl cap with three screws. undo them and take cap off.
under there is the fuel level sender and pickup. it has a clip that holds it in place. undo it with a hammer and screwdriver or cold chisel.
lift assembly out and look at the suction pipe and in the tank. remember to look inside the tank by using a torch rather than an electrical light that could break and cause a spark and set your car on fire.
